Welfare Research in Oregon

The CSWS welfare research team, (left to right), Lisa Gonzales, Joan Acker, Sandra Morgen, and Jill Weigt (not pictured, Kate Barry and Holly Langan), continue to analyze the data gathered between 1998 and 2000 for their study of Welfare Restructuring in Oregon. The most recent policy publication from this project is the CSWS Policy Matters report, Welfare Restructuring, Work & Poverty, published May 2002.

Oregon was one of the first states in the country to experiment with welfare-to-work policies in the early 1990s. The CSWS Welfare Research Team spent three years surveying and interviewing former welfare recipients and analyzing their experiences. They found that many former clients found work, but most of the jobs were low-wage, and few provided benefits. With Oregon’s souring economy, things have become even worse for low-income families.

Getting off welfare is only half the battle. The other half is living off welfare.
